为贯彻落实全国教育大会精神和《教育强国建设规划纲要》战略部署，加快打造国家教育向北开放新高地和开放龙江建设，深化与欧亚国家教育交流与合作，服务共建“一带一路”建设，教育部与黑龙江省合作设立欧亚国家留学生奖学金项目。齐齐哈尔大学为欧亚国家留学生奖学金项目招生院校。

齐齐哈尔大学始建于1952年，位于中国最北省份黑龙江省的第二大城市、闻名遐迩的丹顶鹤故乡——齐齐哈尔。学校开展外国留学生教育已经有30余年的历史。于1993年起，由国家教育部批准成立齐齐哈尔大学对外汉语培训中心并开始接收来华留学生。大学地处中国东北部地区，是汉语普通话基础地区，有良好的语言环境，是学习汉语的理想选择。学校是教育部确定的“中俄大学生艺术交流基地”和“来华留学中国政府奖学金项目”及“来华留学黑龙江省政府奖学金项目”学校。

一、奖学金类别及申请条件

（一）招生类别：全日制硕士研究生，学制3年。

（二）申请条件：

1.申请人须是俄罗斯、白俄罗斯、乌克兰、格鲁吉亚、亚美尼亚、吉尔吉斯斯坦、乌兹别克斯坦、塔吉克斯坦、哈萨克斯坦、土库曼斯坦、摩尔多瓦、阿塞拜疆、蒙古 13 个欧亚国家的非中国籍公民，身心健康；

2.申请攻读硕士学位者，应具有学士学位，学习成绩优秀，年龄不超过35周岁；

3.申请以中文为专业教学语言的攻读学士、硕士学位者，中文水平须达到汉语水平考试（HSK）四级（曾使用中文为教学语言获得中国高校学位的，无需提供 HSK 证明）。

二、奖学金内容

学费、住宿费、生活费、综合医疗保险，国际旅费自理。

三、申请奖学金时需提供以下材料

申请人必须如实填写和提交以下申请材料（均为一式两份）：

1.《中国政府奖学金申请表》，在www.campuschina.org填报，用中文或英文填写，所填信息必须准确无误，打印版本人签字，无本人亲笔签字无效。（同时需提供电子版，可在www.campuschina.org下载）。

2.护照首页。如现持护照不符合要求，请及时换发新护照。

3.经过公证的最高学历证明。如申请人为在校学生或已就业，需另外提交本人所在学校或单位出具的在学证明或在职证明。中英文以外文本需附经公证的中文或英文的译文。

4.学习成绩单。成绩单扫描件要求自本科阶段起，直至最近一学期的成绩。中英文以外文本需附经公证的中文或英文的译文。

5.HSK4级以上考试成绩报告（有效期为2年），全英文授课项目学生除外。

6.需出具《外国人体格检查表》复印件（此表格由中国卫生检疫部门统一印制，须英文填写），检查结果有效期为六个月。

7.来华学习或研究计划（不少于1000字），用中文或英文书写。内容应重点包括来中国学习的意愿、对中国文化的认知、所选专业的学习能力以及来华后的学习计划等内容。

8.申请者需提交两名相关专业教授或副教授的推荐信，用中文或英文书写。内容包括对申请人来华学习目标要求、学生综合能力评价、未来发展评价。

9.预录取材料。由拟来华就读院校出具预录取材料。

10.无犯罪证明。申请人须提交由所在地公安机关出具的有效期内的无犯罪记录证明，通常应为提交申请之日前6个月以内的证明文件。

11.电子版照片（彩色2寸免冠证件照，白色背景无边框，头部占照片尺寸的2/3，照片尺寸不低于320*240像素，高宽比为4:3，大小为100-500KB，JPG格式）。

* 注：申请者不能同时申请在中国境内的两类奖学金，否则将被取消申请奖学金资格。

* 注：不招收联合培养学生以及学习本国语言或英语、法语等第三国语言文学类专业的学生。

五、申请途径和录取办法

1.学生网上申请的地址为：www.campuschina.org。留学项目种类：“B 类”，学校机构代码：10221。申请者于2月27日前向我校招生联系人提交全部申请材料。

2.齐齐哈尔大学国际教育学院将对申请材料进行审核，并参照本人意愿将通过审核人员名单报我校领导审批。我校将于3月15日前对申请者进行最后面试考核，面试通过者上报黑龙江省教育厅进行专家评审。

3.齐齐哈尔大学将于每年7月底前公布奖学金生的录取名单并将《外国留学人员来华签证申请表》（JW201表）和齐齐哈尔大学 《录取通知书》等文件发送给有关部门或学生本人。

4.被录取的奖学金生应持有效护照、《外国留学人员来华签证申请表》《录取通知书》和《外国人体格检查记录》到中国大使馆、总领馆申请来华学习签证，并持上述文件来华，到校办理注册手续。

Qiqihar University Scholarship Program for International Students from Eurasian Countries

Admission Brochure

In order to implement the spirit of the National Education Conference and the strategic plan outlined in the Blueprint for Building China into an Educational Power, the Ministry of Education of China and the People’s Government of Heilongjiang Province have jointly established the Scholarship Program for International Students from Eurasian Countries. This initiative aims to accelerate the development of China’s northern education opening-up hub, promote the construction of an open and globally connected Heilongjiang Province, deepen educational exchanges and cooperation with Eurasian countries, and contribute to the joint development of the Belt and Road Initiative. Qiqihar University is one of the designated institutions enrolling students under this scholarship program.

Founded in 1952, Qiqihar University is located in Qiqihar, the second-largest city in China’s northernmost province, Heilongjiang, widely known as the hometown of the red-crowned crane. The university has more than 30 years of experience in international education. In 1993, with the approval of the Ministry of Education, Qiqihar University established its Chinese Language Training Center for International Students and began enrolling foreign students.

Situated in northeastern China, where standard Mandarin Chinese is widely spoken, the university provides an excellent language environment, making it an ideal destination for studying Chinese. Qiqihar University has been designated by the Ministry of Education as both a China-Russia University Student Art Exchange Base and a host institution for the Chinese Government Scholarship Program and the Heilongjiang Provincial Government Scholarship Program for international students in China.

I.Scholarship Categories and Eligibility Requirements

1. Program Category:

Full-time Master’s Degree Program (Duration: 3 years).

2. Eligibility Requirements:

(1)Applicants must be non-Chinese citizens in good physical and mental health, holding citizenship of one of the following 13 Eurasian countries: Russia, Belarus, Ukraine, Georgia, Armenia, Kyrgyzstan, Uzbekistan, Tajikistan, Kazakhstan, Turkmenistan, Moldova, Azerbaijan, and Mongolia.

(2)Applicants for a Master’s degree must hold a Bachelor’s degree, demonstrate excellent academic performance, and be under the age of 35.

(3)Applicants who wish to pursue degree programs taught in Chinese must have obtained HSK (Chinese Proficiency Test) Level 4 or above. Applicants who have previously obtained a degree from a Chinese university with Chinese as the language of instruction are exempt from providing the HSK certificate.

II.Scholarship Coverage

The scholarship covers tuition fees, accommodation, living allowance, and comprehensive medical insurance. International travel expenses are to be borne by the applicant.

III.Required Application Materials

Applicants must truthfully complete and submit the following materials (two copies of each) when applying for the scholarship:

1.Chinese Government Scholarship Application Form. Complete the form atwww.campuschina.orgin Chinese or English. All information must be accurate. The printed form must bear the applicant’s handwritten signature; unsigned forms are invalid. (An electronic version must also be submitted, which can be downloaded from the same website.)

2.Copy of the Passport Information Page. Applicants holding a passport that does not meet the requirements should renew it in time.

3.Notarized Highest Degree Certificate. If the applicant is currently a student or employed, a certificate of enrollment or employment issued by the applicant’s current institution or employer must be submitted. Documents in languages other than Chinese or English must be accompanied by notarized Chinese or English translations.

4.Academic Transcripts. Scanned copies of official transcripts from the undergraduate stage to the most recent semester. Transcripts in languages other than Chinese or English must be accompanied by notarized translations in Chinese or English.

5.HSK (Chinese Proficiency Test) Level 4 or above Certificate (Valid for two years). Applicants to fully English-taught programs are exempt.

6.Foreigner Physical Examination Form (copy). This form is printed by Chinese health quarantine authorities and must be completed in English. The examination results are valid for six months.

7.Study or Research Plan in China. A written plan of no fewer than 1,000 words in Chinese or English. It should include motivations for studying in China, understanding of Chinese culture, academic competence in the chosen field, and study objectives or plans after arrival in China.

8.Two Letters of Recommendation. Written in Chinese or English by professors or associate professors in a relevant field. The letters should evaluate the applicant’s academic potential, overall competence, and future development prospects.

9.Pre-admission Letter. Issued by the intended host university in China.

10.Certificate of No Criminal Record. Applicants must provide a valid non-criminal record certificate issued by the local public security authority. The certificate should generally be issued within six months prior to the date of application submission.

11.Electronic ID Photo. A color, bareheaded 2-inch ID photo with a white background and no border. The head should occupy two-thirds of the photo. The photo resolution must be no less than 320×240 pixels, with an aspect ratio of 4:3, and a file size between 100–500 KB in JPG format.

Note: Applicants are not allowed to apply for two different types of scholarships in China at the same time. Violation of this rule will result in disqualification from scholarship eligibility.

Note: The university does not accept joint training students, nor applicants who intend to study their native language or majors in English, French, or other foreign language and literature programs as a third language.

V. Application Procedures and Admission

1.Applicants must apply online atwww.campuschina.org.(Type of Program: Category B;Institution Code: 10221).Applicants should submit all required application materials to the university’s admissions contact by February 27.

2.The College of International Education, Qiqihar University, will review all submitted materials and, based on applicants’ preferences, recommend qualified candidates for approval by the university authorities. The university will conduct the final interview assessment before March 15, and the list of candidates who pass the interview will be submitted to the Department of Education of Heilongjiang Province for expert evaluation.

3.Qiqihar University will announce the final list of scholarship recipients by the end of July each year. The university will send the Visa Application Form for Study in China (JW201 Form) and the Admission Notice of Qiqihar University to the relevant departments or directly to the admitted students.

4. Admitted scholarship students shall hold a valid passport, the Visa Application Form for Study in China (JW201 Form), the Admission Notice, and the Foreigner Physical Examination Record to apply for a study visa at the Chinese embassy or consulate, and bring the above documents to China to complete registration at the university.
